The Edmund S. Muskie Graduate Fellowship Program provides opportunities for graduate students and professionals from Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan, Turkmenistan, Ukraine and Uzbekistan for one-year non-degree, one-year degree or two-year degree study in the United States.
Eligible fields of study for the Muskie Program are: business administration, economics, education, environmental management, international affairs, journalism and mass communication, law, library and information science, public administration, public health, and public policy.
Established by the US Congress in 1992 to encourage economic and democratic growth in Eurasia, the Muskie program is a program of the Bureau of Educational and Cultural Affairs of the US Department of State, and administered by IREX.
Eligible Program Fields for citizens of Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kyrgyzstan, Moldova, Tajikistan, Turkmenistan, and Uzbekistan.

- Round-trip travel from fellow’s home city in Eurasia to host institution in the United States;
- Monthly stipend;
- Accident and sickness insurance;
- Tuition and mandatory university fees;
- Limited allowance for books;
- Pre-academic English language training (if necessary);
- Alumni networking and training opportunities.

Planning is half of success
For the past of two years I have been biking all the times and a bicycle I use is my second, as with the first one I had problems with its pedal and had to resale. Today the second bicycle after serving for more than 15 months has given up. I think I could avoid the problem if I could just by several tree branches instead of riding over them. So just a few branches caused my bike’s Shimano Index Shifting System fail on my way to work.
I walked and parked my bike and after work had to walk home. After several attempts to fix the Shimano system small gears, I felt confused and lost confidence to fix it. Buying a new bicycle for a couple of weeks cannot be good as I cannot resale later, so I sat and draw a plan how to fix the bike by planning and drawing gears. Then I took my plan to garage and again started fixing the system turning my bike upside down. In a couple of minutes I fixed the bike following my charts. I wasted an hour of say trying to figure the structure of the system. My father used to say “Planning is a half of success following Russian proverb Measure seven times cut once”. Without a concrete plan there is no success, and it is true!
